AFSA – Financial Supervisory Authority

The Financial Supervisory Authority’s mission is to contribute to the promotion of sustainability and the safe development of financial markets under its supervision. Its aim is to promote and foster high standards for consumer protection and the integrity of licensed entities, while enhancing the efficiency and stability of the non-banking financial market.

FIA – Financial Intelligence Agency

The Financial Intelligence Agency (FIA) operates as a General Directorate under the authority of the Minister responsible for Finance and exercises the functions of the competent authority in accordance with Law no. 9917/2008, “On the Prevention of Money Laundering and Financing of Terrorism”, as amended. Its mission is to protect the country’s interests against financial crime and terrorism financing and to contribute to the stability, integrity, growth, and sustainability of Albania’s financial system and the economy as a whole, by detecting and combating criminal activities through regulatory programs and financial intelligence.

NAC – National Accounting Council

The National Accounting Council (NAC) is an independent public professional body with legal personality, whose mission is the drafting and development of national accounting standards in compliance with the law and in line with International Financial Reporting Standards (IFRS). The NAC defines rules for bookkeeping and the formats of financial statements, provides guidance on their application, reviews draft laws related to accounting, and monitors the implementation of standards. Through publications, conferences, and international activities, the Council contributes to increasing transparency and improving the quality of financial reporting in Albania.

IFIAR – International Forum of Independent Audit Regulators

Që prej vitit 2011, Bordi i Mbikëqyrjes Publike (BMP) është anëtar me të drejta të plota në Forumin Ndërkombëtar të Rregullatorëve të Pavarur të Auditimit (IFIAR), një rrjet prej 56 juridiksionesh që synon përmirësimin global të cilësisë së auditimit dhe mbrojtjen e interesit publik përmes bashkëpunimit rregullator. Bordi i Mbikëqyrjes Publike (BMP) është anëtar i Grupit të Punës për Masat Shtrënguese (Enforcement Working Group) pranë IFIAR, një grup pune e përbërë nga 13 shtete anëtare që synon forcimin e efektivitetit të veprimeve disiplinore dhe investigimit në fushën e auditimit. Ky grup lehtëson bashkëpunimin dypalësh ndërmjet anëtarëve, krijon forume profesionale për diskutim dhe trajnim mbi praktikat më të mira, si edhe siguron shkëmbim të vazhdueshëm informacioni e përvojash mbi masat disiplinore. Ky angazhim përfaqëson një hap të rëndësishëm në rritjen e kapaciteteve institucionale dhe promovon imazhin e mbikëqyrjes së profesionit të auditimit në nivel ndërkombëtar, duke forcuar rolin rregullator të BMP, rritur besimin e publikut dhe investitorëve dhe përafruar Shqipërinë me standardet më të mira globale në mbrojtje të interesit publik.

SECO- State Secretariat for Economic Affairs

SECO is Switzerland’s governmental center of excellence for economic policy and the labor market. It contributes to sustainable economic growth, high employment rates, and fair working conditions by creating the necessary regulatory, economic, and foreign policy framework. The partnership with SECO supports the strengthening of the regulatory framework, the promotion of transparency and professional integrity, and the improvement of statutory audit practices in line with international standards.

CFRR – The World Bank

The Centre for Financial Reporting Reform (CFRR), part of the World Bank’s Governance Global Practice, works with countries in Europe and Central Asia to implement corporate governance and financial reporting standards and practices. CFRR provides diagnostic assessments, technical assistance, knowledge, and services in the fields of auditing, accounting, financial reporting, and the implementation of international standards. Its partners include the European Union, the Austrian Development Cooperation, SECO, and the Austrian Federal Ministry of Finance. Established in 2007, the CFRR is headquartered in Vienna, Austria, where the “Host Country Agreement” was signed on 21 July 2010 between the World Bank and the Austrian State. CFRR-managed programs provide professional advice, knowledge development, technical assistance, and institutional strengthening in corporate financial reporting. Programs:
Objektivi i zhvillimit të Programit Rajonal për Përmirësimin e Kontabilitetit, Auditimit dhe Raportimit të Qëndrueshmërisë (EAASURE) është të përmirësojë praktikat e raportimit financiar korporativ dhe të mbështesë miratimin dhe zbatimin e raportimit të qëndrueshmërisë në rajonin e Evropës dhe Azisë Qendrore. Programi ofron mbështetje për reformat e vazhdueshme në raportimin financiar dhe atë të qëndrueshmërisë korporative në disa vende: Armenia, Azerbajxhan, Shqipëri, Bosnjë dhe Hercegovinë, Gjeorgji, Kosovë, Moldavi, Mal i Zi, Maqedoni e Veriut, Serbi dhe Ukrainë. EAASURE trajton pesë aspekte tematike: (i) kuadrin rregullator; (ii) raportimin e qëndrueshmërisë; (iii) monitorimin dhe vlerësimin; (iv) forcimin e kapaciteteve institucionale; dhe (v) ndërmarrjet shtetërore. Programi bashkëfinancohet nga Ministria e Financave e Austrisë, Sekretariatit Shtetëror Zviceran për Çështjet Ekonomike (SECO) dhe Agjencia Austriake për Zhvillim (ADA). EAASURE u lançua zyrtarisht në maj 2024 dhe do të zbatohet deri në dhjetor 2028.
Programi “Rruga drejt Evropës për Reformën e Kontabilitetit dhe Forcimin Institucional për Ndërmarrjet e Vogla dhe të Mesme – REPARIS for SMEs” synon të mbështesë: (i) përmirësimin e mëtejshëm të qasjes së ndërmarrjeve të vogla dhe të mesme (NVM) në Ballkanin Perëndimor ndaj shërbimeve profesionale të kontabilitetit dhe menaxhimit financiar; dhe (ii) përafrimin e kuadrit të raportimit financiar të ndërmarrjeve në Ballkanin Perëndimor me direktivat dhe rregulloret përkatëse të Bashkimit Evropian. Përfitues janë vendet e Ballkanit Perëndimor: Shqipëria, Bosnja dhe Hercegovina, Kosova, Mali i Zi, Maqedonia e Veriut dhe Serbia. Programi REPARIS for SMEs vjen si vazhdim i programit të përfunduar EU-REPARIS (2015–2019) dhe po zbatohet nga Banka Botërore për Reformën e Raportimit Financiar (CFRR) me qendër në Vjenë, Austri, në bashkëpunim të ngushtë me Zyrat e Bankës Botërore në vendet përfituese. CFRR mbështet qeveritë e vendeve të Ballkanit Perëndimor përmes trajnimeve, aktiviteteve të të nxënit, asistencës teknike për zyrtarë publikë, rregullatorë, kontabilistë, auditues, Organizata Profesionale të Kontabilitetit (PAOs), Organizata Mbështetëse të Biznesit (BSOs) dhe Dhoma të Tregtisë (CoCs).
