The Public Oversight Board (POB) is reviewing the regulatory framework related to the process of professional skills examinations, in support of the recommendations provided by Mr. Brookfield, an expert in certification processes for accounting professionals at ICAEW, and an expert engaged by the World Bank. The POB has decided that all processes related to the certification and training of candidates will commence after the amendment of the regulatory framework. These amendments will enter into force no later than July 2020. To carry out this process, and in line with the work calendar suggested by Mr. Brookfield, a working group will be established with experts from all public, private, and international institutions connected to the accounting profession.
Furthermore, through this notice, we emphasize that only Approved Accountant (AA) organizations recognized and authorized by the POB have the right to conduct professional courses in accordance with legal provisions. These courses will be organized only after the relevant amendments and following the approval of curricula, programs, and lecturers in line with the regulatory acts of the POB and the professional organizations of approved accountants recognized by the Board.
Any person aspiring to be included as a candidate in these processes is advised to seek information from the POB regarding the legally recognized organizations that are authorized to carry out these activities. We stress that attending courses without first ensuring compliance with the requirements set forth in the existing regulatory and legal framework entitles the POB not to recognize the process. In such cases, the organization/individual will lose the right to sit the professional examinations.
